Some “tests” or quizzes are to help reinforce what you need to know about a topic – in the “real” world that is called an open-book test. However, if this is a final test for a quarter or semester, I would expect the student should be able to answer without looking for the answer whether in an open book environment or by searching online. So the student should think: “what is the teacher’s expectation?” and follow that or directly/by email/message ask the teacher what is allowed.
